     "An Act authorizing the state bond committee to issue certificates                                                         
     of participation to finance the construction and equipping of the                                                          
     Maniilaq Association Kotzebue Primary Care Clinic; and                                                                     
     authorizing the Department of Administration to enter into a lease-
